This comes with a video which is not of my making but maybe it can help guide you although you will see it doesn't exactly match up with what you have downloaded

I would recommend extracting the download to a safe place & install from there by running the Setup.exe from the Setup Folder, this will install it to your C drive

From the extracted folder you will also need the master.file
I put this master.file in a new folder, rename this to something simple so you can point the setup program towards it later
I placed this file on the root of C Drive

In the start menu you will find shortcuts for Subaru EPC, where you can run the components such as setup to point to your master.file folder
Also of course 1) Retrieve Parts Number to run the EPC

I could not get this to work on Windows XP

Install Subaru-Fast II in the same way as you would normally but change the install location like shown in this image, you will have both programs represented in the Start Menu when installation is completed
