Found problem on 2013 F30. No comms to rack, all power and earth seemed good so fitted replacement used rack and also found no communication.
Got third used rack and had same problem again.
In the end the problem was with the main negative connection (brown wire on big 2 wire connector).
It looks like in the factory the wire is crimped in a ferrule, then this crimp is soldered to the female spade connector. On this car, it looks like this connection overheated, so basic checks didn't get any result, and it was capable of carrying a few amps, just not enough for EPS.
Back probing this connector will never help as you will only be able to access the crimped ferrule of the wire, cannot access the female spade terminal from rear without dismantling the connector, so cannot find problem by voltage drop test or by feeding extra power via back probe.

Only way to test this is to run another temporary power supply using another power connector.]]>

I just would like to share something about EPS.
This second time happened, so I would give some advise...
The story is: customer (other garage) come to me for diagnose F series BMW, to find out what is wrong with the EPS. I said, have to replace as it has internal fault, so no way to fix it, and I said when it's done come back to me for coding...
I said also, change it all together (with complete steering rack).
2 weeks later come back, and when I did the first step (before I try to coding), and it started working (light gone), come very strange noise...
Then I asked what you did, how changed it? They said we just changed the motor (I call it "power-pack")...

So, NO WAY to change it, because inside the rack they use tooth-belt drive.
This belt tension in factory on special test bench!!!
So if the belt is too loose, it will jump and damage the teeth and very noisy, if it too tight damage the bearing and short life...
So 2 different customer just f****d up 2 perfect second hand EPS, because they just was lazy...

The problems was:
- Faulty gear box
- Faulty ESP
- Faulty battery charge
- Faulty cruise control.
- Car didn't start when temp is lower then +5C.

The point was that if I parked the car in a garage (temp +10C) everything worked good and the car started from a single key turn, but when I have left a car outside (temp -17C) usually it didn't or if it did the car run only in limb mode. I have checked generator but it was working good, checked the wires, good too, cleaned air flow sensor, checked turbine, everything was good. All the time diagnostic showed the same problems. So if everything was ok, then the only thing that was not ok was engine ECU! And what do you know, when I took it home and put on a heater to make it worm and then bring it back carrying under the coat and connecting it quickly to a car, everything worked perfectly. So the next step was disassemble ecu and find the faulty components. By the eye everything lucked nice and clean. When ecu was cold I started to search what component was faulty by heating it and checking if the car starts without any faults. Firstly I heated up a Bosch driver chip near the MCU, nothing happened. Waited until everything get cold again... Then another driver, still no result. I kept doing it one chip by one. It was so cold standing near the car two hours in -17C but I have found that when you apply a heat on a FLASH the car started normally. Maybe one of the chip leg had bad contact, I had fought. So I have de-solder it, cleaned everything up, checked PCB, solder it back and... nothing. Still the same problems. So I took flash to a friend who had a programmer for these things. He had another dead ECU from another car but with good chip. So we copied all data from my flash to a donors flash and soldered everything back. AND VOILA, car is running like a new one.
